Profesor dr hab. inż. Władysław Mielczarski, Instytut Elektroenergetyki Politechniki Łódzkiej posiada ponad 40 letnią praktykę w elektroenergetyce, włączając w to 10 lat pracy zagranicą w krajach takich jak Australia, Kanada i Singapur. Brał udział w projektowaniu i wdrażaniu rynków energii elektrycznej stanie Victoria w Australii, kanadyjskiej prowincji Ontario oraz Polsce.
Dwukrotnie był doradcą rządu RP. W latach 1999-2001 przygotowuje projekt polskiego rynku energii elektrycznej a w latach 2005-2007 program konsolidacji energetyki. W latach 2007-2011 pełni funkcję European Energy Coordinator w DG Energy w Komisji Europejskiej
Jest założycielem międzynarodowej konferencji “European Energy Markets”, a jego dorobek publikacyjny obejmuje 12 książek i wydań specjalnych, 21 rozdziałów w książkach, 45 artykułów w pismach naukowych oraz ponad 200 referatów.
Otrzymał nagrodę Prezesa Rady Ministrów za programy komputerowe optymalizujące pracę systemu elektroenergetycznego. Jest członkiem IEEE (Life Member). Został odznaczony przez Prezydenta RP Krzyżem Kawalerskim Orderu Odrodzenia Polski.

Professor Wladyslaw Mielczarski, Ph.D., Institute of Electrical Power Engineering, Technical University of Lodz, has more than 40 years of experience in electrical power engineering, including 10 years working abroad in countries such as Australia, Canada and Singapore. He has participated in the design and implementation of electricity markets in the state of Victoria in Australia, the Canadian province of Ontario and Poland.
He has twice served as an advisor to the Polish government. In 1999-2001 he is preparing the design of the Polish electricity market and in 2005-2007 the energy consolidation program. From 2007-2011, he serves as European Energy Coordinator at DG Energy in the European Commission.
He is the founder of the international conference “European Energy Markets” and his publication output includes 12 books and special editions, 21 chapters in books, 45 articles in scientific journals and more than 200 papers.
He received the Prime Minister’s Award for computer programs that optimize the operation of the electric power system. He is a member of the IEEE (Life Member). He was awarded the Knight’s Cross of Polonia Restituta by the President of the Republic of Poland.
